An unfused collar has no glued interlining, so it creases and rolls instead of standing stiff. That is the reason it looks right without a tie. Single-needle side seams take longer to sew and lie flatter against the body.
Oxford cloth arrives with some crispness and gives it up over about five washes, then stops changing. The pattern already allows for the shrinkage in that first hot wash, so take your usual size.
Oxford is a basket weave, which is why the cloth shows texture up close and why it outlasts a poplin of the same weight. Washing the cloth before cutting is what takes out the mill finish, and the shrinkage that comes with it.
